Allowances

All foster carers receive an allowance when a child, or children, is living with them to cover the costs of food, clothing, pocket money, bills and activities.

The weekly allowance paid to foster carers for 2016-17 is:

Fees

All foster carers are paid a fee to reflect the type of placement they offer and the skills, experience and commitment they bring to fostering. The fee will be in addition to the allowance received for the child. The fee scheme provides a clear “career pathway” for foster carers to progress through the levels if they wish to do so. One of the fee scheme’s central principles is that the skills, experience and training of foster carers are recognised and properly regarded.

Approval at the different levels will depend on:

  • The carer’s assessed core skills;
  • The length of experience as an approved carer;
  • The training that has been undertaken.

Level 1

Allowance plus fee per child

£50 fee – 1st child in placement

£75 fee – 2nd and 3rd child in placement

Level 2

Allowance plus fee per child

£75 fee – 1st child in placement

£100 fee– 2nd and 3rd child in placement

Level 3

Allowance plus fee per child

£125 fee – 1st child in placement

£150 fee – 2nd and 3rd child in placement

Connected persons foster carers will receive the allowance for the child or children they are caring during their temporary approval and will then receive the Level 1 fee in addition to this upon full approval at Fostering Panel. The fee is an acknowledgement of the expectation placed on foster carers after approval at panel to attend training courses regularly and continue to develop their skills and experience to support them to continue provide a high standard of care for the children they are looking after who often have complex needs.


Fees paid for specialist schemes

Parent and Child:
The fee paid to carers on this scheme is £375 per week in addition to a 16+ fostering allowance for the parent in placement and the appropriate rate for the child. The £375 fee is paid throughout the year to enable carers to take a break and to retain the placement. An additional fee of £100 is paid if there are two parents placed with the foster carer.

Home Based Care:
A fee of £225 per young person per week is payable to foster carers who look after young people on this scheme in addition to the fostering allowance, with a retainer of £50 per week, or the full fee if the carer is prepared to accept emergency placements.

Home Based Care – Single Placement Scheme

A fee of £375 per young person per week is payable to foster carers who look after young people on this scheme in addition to the fostering allowance, which is paid throughout the year.

Children who attend Residential Education Provision:

Carers receive the fostering allowance when the child stays and a retainer of 50% of the allowance and fee for maintaining contact when they are not there.

Stepping Stones:

Foster carers on this scheme for 16 plus young people are paid depending on the level of support needed which starts from £130.02 per week plus £27.50 for food, utilities etc, paid by the young person from their allowance.

Treatment Foster Care:

The fee paid to carers on this programme is £375 per week in addition to the fostering allowance for the child. The £375 per week is paid to the carer throughout the year to enable carers to take a break and to retain the placement.

Remand Fostering:

The fee paid to carers on this programme is £300 per week in addition to the fostering allowance for the child. A retainer of £300 per week is also available.

Emergency Fostering:

Carers on this scheme receive a retainer for holding an emergency bed of £100.00 per week per bed when they are ‘on call’. When a placement is made an additional payment of £50.00 is made. Carers also receive the allowance for the child plus 20 per cent to acknowledge that children arriving in an emergency may not have clothes, toiletries etc.

Staying Put:

This relates to young people who will remain with their current foster carers post 18 under the Staying Put Arrangements. Foster carers are paid the +16 allowances less the current rate of Jobseekers Allowance at £57.90 and the levels fee.

Short Break Care:

The fee paid to Short Break Care foster carers depends on the age of the child and length of time with the foster carer.

The fee for Daycare for 0 to 4 hours is paid at half the above rates.
